Virginia Beach Fire Department units, along with Engine 4 from Norfolk Fire and Rescue, were dispatched Tuesday night at around 10:30 p.m. to a residence in the 5500 block of Whirlaway Road in the city's Carolanne Farms section.
The first unit to arrive reported heavy smoke coming from the first floor of the two-story home.
A man was also found sitting on the ground outside the house suffering from burns to the face and smoke inhalation.
VBEMS transported the man to the hospital for treatment.
The fire was under control in 12 minutes and declared out 30-minutes later.
Virginia Beach Fire Investigators have determined that the fire was intentionally set and an investigation is continuing.
The identity of the injured man has not been released.
No firefighters were injured and no other houses were affected by the fire.
